Resolution
Add the following setting on Vmware
- Administration -> Access Control -> Roles -> %CitrixRoleName% -> Privileges -> All Privileges -> Cryptographic operations -> Direct Access.
- The description of this setting is: Grants access to unencrypted or clear text data of encrypted VMs.
Problem Cause
A data-store permission was blocking upload of the disk when trying to create Machine catalog.
