Windows Server VDA no longer accept logon through ICA or RDP. The logon screen might be displayed endlessly.
Although active session is not affected, it is no longer reconnectable once disconnected.

While the issue is happening, the following symptoms are found from complete memory dump.

• svchost.exe is hanging at termsrv!CConnectionEx::LogonNotify
• CseEngine.exe is hanging at CseEngine!CCountdownEvent::Wait
