Restarted Citrix services by running:
Get-Service Citrix* | Stop-Service -Force
Get-Service Citrix* | Start-Service
Get-Service Citrix* | Stop-Service -Force
Get-Service Citrix* | Start-Service
Problem Cause
Services were stopped on DDC.
