Problem in taking a backup of ADC VPX from ADM

Description
ADM is unable to take periodic backups of ADC and manual backups fail too.
Here are the errors that we see in mps_config.log in ADM:
SCP: Unable to open a session on 192.168.x.x
Tuesday, 8 Oct 19 16:00:08.872 +1100 [Error] [DeviceBackup[#541]] Backup: Error uploading /mps/ns_system_backup.pl on Citrix ADC 192.168.x.x
Resolution
Change the user to SuperUser or Admin on ADC from SysAdmin. Or use nsroot user in VPX admin profile on ADM.
Problem Cause
The user in VPX admin profile on ADM was a SysAdmin configured on ADC and this command policy does not have rights to access SHELL or run SCP commands.
