New VDA Installer Behavior With Respect to the Spooler Service

Description
- In CVAD 7 1808 and earlier - the installers for the Virtual Delivery Agent and Universal Print Client would start and stop the Windows spooler service during installation.
- In CVAD 7 1903 and later -Installation wizard displays an error message.
Resolution
- Enable the Print Spooler Service from Windows Services prior to installation of the VDA
- A reboot will be required after installing the Virtual Delivery Agent and Universal Print Client.
