Reboot action from Citrix Studio only shuts off VDA machines

Description
A situation has been reported on one environment recently upgraded from 7.6 CU3 to XenDesktop 7.15 LTSR CU 1.
Restart operation is not working after the upgrade.
Restart/Reboot/Force Reboot power management operations are not working as expected. Rebooting machines only shuts them down, once machine are down, Start action works without issues.
Resolution
A private fix is available to resolve this issue.

Problem Cause
The power state in the cache VM was not updated by the time the start request was sent to XenServer plugin and the requested operation could not be completed as a result.Issue/Introduction
Restart/reboot actions are not working as expected, the target VDA machine shutdowns but does not startup.
