Description

Propagation fails on Server 2012R2 machine.
 

In event logs:

An error occurred when starting the 'WAS' Windows service.
System.ServiceProcess.TimeoutException, System.ServiceProcess, Version-4.0.0.0, Culture=neutral, PublicKeyToken (Token Value) Time out has expired and the operation has not been completed.

While restarting the service we can see "Windows could not stop the Windows Process Activation Service service on Local Computer. Error 1061: The service cannot accept control messages at this time"

The W3C logging service would not be running on the server and World Wide Web publishing service would be in a stopping state.

 

Resolution

A particular KB (July 17th release) was causing this service to be in a stopping state - KB4338815 (https://www.petri.com/forums/forum/server-operating-systems/windows-server-2000-2003-2003-r2/26455-www-publishing-service-stuck-stopping) - Removed that update and rebooted server which led the WWW service and W3C logging service to start fine and thus propagation was successful after that.

Problem Cause

W3C Logging service was not able to be started.
