"Explorer has stopped working" and Blinking Screen When Upgrading VDA to 7.15

Description
After installing 7.15 CU2 the explorer hood repeatedly crashes causing a blinking desktop when the user launches the session through console or ICA session.
Resolution
To resolve the issue, place the path to ctxwsapi64.dll at the beginning of the variable path.
Problem Cause
The ctxwsapi64.dll library was not found on the system.Issue/Introduction
Upgrade from VDA 7.13 to 7.15 explorer will start blinking with continuous crashing and recovery throwing error: "Explorer has stopped working"
