VDA 7.x - Installation error "VDA Monitor Plug-in failed with error code 1603"

Description
During installation VDA wizard will error "Installation of the VDA Monitor Plug-in failed with error code 1603."
The software appears to have installed however several vital components are still missing. When trying to remove the software from Control Panel another error is presented: "The port number must be between 0 and 65535."
Upon looking into the MSI logs you will see events below:
"Product: Citrix Monitor Service VDA Plugin -- Error 1721. There is a problem with this Windows Installer package. A program required for this install to complete could not be run. Contact your support personnel or package vendor. Action: CompileResourceUtilizationMOF, location: C:\Program Files\Citrix\Virtual Desktop Agent\, command: mofcomp.exe "Citrix_ResourceUtilization.mof""
Resolution
System Properties > Environment Variable > System Variables > Variable name: Path > click Edit
-->Add the following to the Variable value: %SystemRoot%\system32;%SystemRoot%;%SystemRoot%\System32\Wbem;
Problem Cause
Environmental variable for system path was missing on server VDA.
