Resolution

1) Add below mentioned files to Exclusion List of File Synchronization:
     a) AppData\Local\Microsoft\Windows\appsFolder.itemdata-ms
     b) AppData\Local\Microsoft\Windows\appsFolder.itemdata-ms.bak

2) Push below mentioned Registry entry via user policy
     Path:HKCU\Software\Microsoft\Windows\CurrentVersion\ImmersiveShell\StateStore\
     DWORD: ResetCache
     Value: 1

Problem Cause

Microsoft has changed some of the profile and stored it under HKLM, which is causing compatibility issue

Issue/Introduction

Start menu will work fine on first logon. Second logon onward issue will start happening
