From XenApp 7.16 onwards, supported server OS for VDA is Windows 2012 R2 and above. However, if you require to maintain VDA Server OS on Windows 2008 R2 then you can install 7.15 VDA version but upgrade all other the Citrix Core components such as Controllers and Directors
Instructions
Except VDA, rest of the components can be upgraded. The VDA agent 7.15 for VDA server OS Windows server 2008 R2 SP1 Standard is supported.The VDA agent 7.17 for VDA server OS Windows server 2008 R2 SP1 Standard is not supported. So retain the VDA agent version at 7.15.
