Client cert authentication failed with error "Unknown CA" on Wireshark
Resolution
Installed the Root CA and bound it to the CA store in the LB VIP, it fixed issue.
Steps to install Root and Intermediate Certificates on NetScaler, traverse to Traffic Management > SSL > Certificates > CA Certificates.
> Top root CA was missing

Problem Cause
Checked that only the Intermediate Cert of the actual Client Certificate is installed in the NetScaler.> Top root CA was missing
