Description

An issue has been reported that, when user tries to change the parameter of auditing syslog or nslog server, there will show the error "Action does not exist".

This is not a bug, but the above error misleads the user.

In fact, even we don't change any parameter, just edit SETNSLOGPARAMS_ACT or SETSYSLOGPARAMS_ACT,the error will appear.
However, if we add a new syslog or nslog server, we can set and edit the parameter.
The default parameter of SETNSLOGPARAMS_ACT or SETASLEARNNSLOG_ACT should be able to change.
