Currently Language localization is not supported for nFactor condition.
Engineering is working on this as part of Enhancement 0693735.

Issue/Introduction
Customer requirement is normally when a AAA Vserver is configured to use Portal Themes, they can select a preferred language. With this option, the Login pages should be rendered in the selected language. When AAA Vserver is used to configure Advanced Policies, however, this does not work and the pages are seen in English
