Admin Partition: After HA-Failover all VIP's on one admin partition are not reachable anymore

Description
All other partitions and default partition VIP's were working fine. Only after disabling and re-enabling VIP's solved the issue. But this happens everytime when a failover is performed.
Resolution
This is a known issue and is fixed in 11.1-56.x and 12.0-56.x
Problem Cause
Traces showed that this particular admin partition was not sending any G-Arp's for its VIP's. This is a corner case where if the number of ip's configured on the entire device is approx. 85 then the last partition does not send any G-Arp's. Instead it re-sends G-Arp's for previous partition.Issue/Introduction
When a HA failover is done, all the VIP's of one of the partition are not reachable. Pings fail too.
