Based on the configured values of CQI in configured bandwidth, latency, and ICA RTT values, you might see the Indicator shows poor connection through the CQI indicator shows the acceptable latency and ICA RTT. 

For the CQI to show desired results, the available bandwidth should be higher whereas  Latency & ICA Round Trip should be lower for a good connection.

For example, if the latency is configured as low value of 60ms and high value of 220ms which means, latency lower than 60ms will have a strong connection and latency higher than 220ms will have a poor connection and anything in between will have a weak connection.
 
Same is true for ICA Round Trip.

But for bandwidth, it should always be on the higher side.
