When launching an application, sometimes the initial application has portions of the screen blacked out. Any apps launched after this have the same symptom. If you disconnect and reconnect the applications sometimes perform normally.

This issue is only occurring on Windows Server 2016. This issue occurred both on the Publish Application and Publish Desktop.

This is a known issue LC7875 and is currently being investigated.
There is also a similiar private fix LC8472 . This is for the case where the border issue occurrs on the laptop screen when there are also 2 external monitors.
