Resolution
1. Run the command echo %logonserver% to find out what domain controller server is the logon server for the affected Citrix Delivery Controller Server.
2. Ensure the time zone is the same as on other domain controllers as well as the Citrix Delivery Controller Server and reboot the Citrix Delivery Controller.
