Windows Performance Monitor counters (and corresponding WMI classes) got removed as soon as VDA software was installed on Win 7 (Chinese language) machines.

VDA un-installation can recover the missing performance monitor counters (and WMI classes). 
This issue could lead to historical VDA performance data missing in Citrix director. 
 

Resolution

We can unload Citrix printing performance monitor counters as a workaround:
unlodctr /m:CpSvcCounterManifest.xml 
The file CpSvcCounterManifest.xml is located under C:\Program Files\Citrix\ICAService\
A reboot is needed after loading/unloading the counters.

Problem Cause

The root cause to be missing localized strings for "Citrix Printing Load Balancer" counters in cpsvc.exe.
