"This page can't be displayed" When Trying to Create a Connector

Description
When attempting to create your first Connector in Citrix App Layering, the new browser tab is created but does not load the Connector Configuration page. Instead you see this error:
Resolution
Reboot the ELM. This problem only happens on the very first boot of the ELM. Sometimes the connector processes don't start correctly on the first boot. Rebooting the ELM fixes the problem. If it doesn't get ELM logs and look at the Connector logs.
There is one other possibility: You have a firewall that is blocking the connector configuration ports between the ELM and your Management Workstation. Consult the App Layering ports list for the full list of ports we require: https://support.citrix.com/article/CTX221817.
