Cannot run Windows updates on Office layer due to error C80001FE (4.x, 2.x)

Description
Windows update succeeds on a new OS layer version but reports error C80001FE when a layer with Microsoft Office is booted with the new OS layer version. This may be caused by hiding an update in the OS layer.
Resolution
Restore the hidden update in both the OS and Office layers. In the Office layer, you may need to restore it after starting wuauserv and before checking for updates. Windows Update may still report warnings in WindowsUpdate.log, but it will re-initialize.
Restart the service and run wuauclt /detectnow. You will see the previously hidden Windows update and the Office updates.
