UPM Doesn't Migrate Local User Profiles Since Version 5.4.1

Description
In UPM 5.4.1 and later versions, UPM doesn't migrate local user profiles to UPM store. Then users who are using local profile is unable to retain their personal settings by UPM.
Resolution
To enable UPM to migrate local user profile in version 5.4.1 and later, select "local" or "local and roaming" in UPM policy setting Migration of existing profiles.
Problem Cause
In UPM 5.4.1 and later versions, to fix another roaming profile copy issue (LC3233), default behavior of migration existing profiles is changed to NOT migrate local and roaming profile.Issue/Introduction
The issue describes an UPM local profile migration issue since UPM 5.4.1.
Additional Information
Profile Management 4.1.5 copies users' roaming profiles even when the roaming policy is disabled. [#LC3233]
