Configuring the authorization policy to match destination/server IP will not work in this case (in the case of CVPN).

Thus, configure the authorization policy as following:

add authorization policy test-12 "REQ.HTTP.URL CONTAINS 10.107.202.67" ALLOW
where 10.107.202.67 is the RDP server IP

Bind this policy to the user/ group.
