7.6 Environment - After cloning a production server and unjoining/rejoining to a domain with a different hostname and changing IP address, the machine will not register.

Remove the machine from the delivery group, machine catalog. Sysprep and generalize machine, rejoin to the domain, then finally add back into Citrix site. Changing hostname, assigning new AD machine account object, and changing IP address is not enough. Sysprep/generalize must be run in order to remove all machine specific information.
