Resolution
Open the file at following location on the server where propagation fails:
C:\Program Files\Citrix\Receiver StoreFront\Features\PnaProtocolAuthentication\admin\web.merge.config
Take a backup of web.merge.config file and remove it from that location.
Try to propagate the changes again from the first server.
