This happens when using Clientless Access Domains and only allowing specific domains to be written, and the URL which was not getting rewrite was not been added under this, hence the behaviour of URL’s not getting rewritten.
To fix the issue as required for CVPN need to add the hostname of the URL which needs to be written under the Domain for Clientless.
This setting by default set to "Exclude Domains" which means exclude rewritting URLs of the specified hostname.
