Provisioning services--Connection Timeout Expired when adding a new server to an existing farm

Description
The following error can be seen trying to add a PVS server to an exisiting farm.
"Connection timeout expired. The timeout period elapsed while attempting to consume the pre-login handshake acknowledgement. The could be because the pre-login handshake failed or the server was unable to respond pack in time. The duration spent while attempting to connect to this servers was - [Pre-Login] initialization - 50; handshake = 14954"
Resolution
This issue use to be a connectivity issue between the PVS server and the SQL database. Connectivity can be verified trying to access to the database using SQL Express Management Studio.
Problem Cause
Connectivity issue with SQL server.
