Ha Pair File sync is not working on NetScaler

Description
When trying to perform HA Sync from Primary to secondary NetScaler it is not working.
Even the manual attempt to perform the sync was not successfull.
Resolution
Rebooted the device after generating a core dump using PE pitboss.
After this the device has come back to normal memory usage, which is expected, and now sync is wokring.
For memory leak in Appfw, core files were investigated and an upgrade to 11.0 65.x GA was suggested.
The bind signature command was failing reporting cannot allocate memory. This was because device ran into a memory leak condition with AppFw in use.

Problem Cause
Issue was happening as the Appfw signature was not getting added on the secondary due to which corresponding policies, profiles and SSL certificates for virtual servers with AppFw configuration were failing to get added.The bind signature command was failing reporting cannot allocate memory. This was because device ran into a memory leak condition with AppFw in use.
