Unable to Receive SNMP traps from NetScaler Appliance.
 

 Verify SNMP trap server's configuration for MIN-Severity level and check the Alarm level as well.

If SNMP trap server is set with a MIN-Severity level and Alarm has no level set, then you will not receive this Alert on the SNMP Server.

Chang the Trap Server config and remove the MIN-SEV level to match the Alarm level set to None and you will receive traps now.
   
 Here is a condition Chart, on whether or not you'll receive TRAPS based on your settings.
