Resolution

  1. Set devmgr_show_nonpresent_devices=1 (https://support.microsoft.com/en-us/kb/315539)

  2. Select show hidden devices in devmgmt.

  3. Check if there are any Ghost NICs and uninstall all of them.

Problem Cause

Ghost NICs on target device.
