Error: “The Desktop Window Manager has exited with code (0xd00002fe)” when Launching Apps and Desktops

Description
In XenDesktop 7.0, the users are unable to launch applications and desktops. When the users try to launch the application and desktops, the desktop viewer flashes and disappears.
On StoreFront servers, the following error message appears:
“The Desktop Window Manager has exited with code (0xd00002fe)”
On Virtual Machine Catalogue Image, the following error message appears:
“The Desktop Window Manager has exited with code (0xd00002fe)”
Resolution
Ensure the Maximum allowed color depth policy is 32 Bits Per Pixel (the default value is 32 Bits Per Pixel)
In addition, ensure that if you have the Citrix Receiver ADMX template policy set, you must change it over here using GPMC console.

The preceding link from MSDN states that latest OS versions no longer run DWM as a service. In Windows 8 and above Desktop Window Manager (DWM) is always ON and cannot be disabled by end users and apps.
The article mentions about the color depth and it is set to a strict value of 32.
