Issue/Introduction

Additional Information
After the license is applied, cluster feature is enabled in all newly created instances. For existing instances that were created before the license was applied, you can either create a cluster out of them or join them to a cluster. SVM will first enable Cluster feature in VPX, restart it, and then execute the cluster configuration commands. Just restarting the instances will not enable the cluster feature for existing instances. Any operation that requires a XenStore write will enable the cluster feature for existing instances.
