Resolution
To resolve this issue validate the processor provides support for Virtualization Technology (VT) and enable the VT flag in the system’s BIOS.
Check your server documentation in order to enable it.

The XenServers hosts processor does not have the VT functionality required or it has been disabled in the system's BIOS.
