Q: Where do you get OpenLDAP for Windows?

A: There is a port to 32-bit Windows at OpenLDAP for Win32

. The 32-bit Windows installer installs the binaries in c:\openldap. Note that this port DOES NOT require Cygwin. If you do have Cygwin, OpenLDAP from OpenLDAP.org compiles without any changes.
