Symptoms
When attempting to open the License Management Console (LMC) users receive the following error message:
“You did not authenticate correctly. Please try again or contact you system administrator.”

Users are not given the chance to authenticate because the logon box never appears. The issue occurs at the console and from a browser on another machine.
Resolutions
This issue occurs when “anonymous access” is enabled on the Jakarta virtual directory.
1. Open Internet Services Manager, expand the Default Web Site, and right-click the Jakarta virtual directory.
2. Go to Properties > Directory Security tab and click Edit.
3. Only Integrated Windows authentication should be selected.

Users attempted to log in to the LMC with the wrong credentials. Check the tomcat-users.xml file located in:
Program Files\Citrix\Licensing\LMC\Tomcat\conf
Double-click the file and it should open up in Internet Explorer.
If using the wrong account, force a re-authentication to the LMC by using the IP address of the server instead of localhost in the URL. For example:
