Symptoms
When attempting to get to the License Management Console start page, users receive the following error message:
“The page cannot be displayed. The page you are looking for is currently unavailable.”
The License Management Console is installed on an Internet Information Services Web server. The following symptoms can be seen on the license server in the Event Viewer and in Internet Services Manager:
Event Viewer:
The following errors are seen in the Application log of the Event Viewer:
Event ID 2214:
“The HTTP filter DLL C:\Program Files\Citrix\Licensing\LMC\Tomcat\bin\win32\isapi_redirect.dll failed to load . The data is the error.
Event ID 2268:
“Could not load all ISAPI filter for site/service. Therefore startup aborted. “
Internet Services Manager
In Internet Services Manager, on the ISAPI Filter tab, the Jakarta filter’s status is listed as either Not loaded or Unknown. This tab can be found by right-clicking the Default Web Site, Properties, and selecting the ISAPI filters.

Troubleshooting
Verify the following:
• In Internet Services Manager, verify that Application Pools are set to run under the “Network Service” account by opening Internet Services Manager, right-click Application Pools, and go to Properties. On the Identity tab, make sure that the Network Service account is being used.


Specifically the Default Application Pool that Jakarta is configured for.

• Verify the ACL permissions on the isapi_redirect.dll file located in \Program Files\Citrix\Licensing\LMC\Tomcat\bin\win32. The Default permissions are as follows:
Authenticated Users: Read & Execute
Network Service Account: Read & Execute
System: Modify
Administrator: Modify
• Verify that the Default Web Site is running.
• Find out what lock down procedures may have been performed on the server, for example the use of the IIS lock down utility.
Other Resolution
1. Reinstall the License Management Console by going into Add/Remove programs and selecting Change and then Modify on the Citrix Access Suite Licensing install.
2. Select to remove the License Management Console, and continue with the other options.
3. Reboot the Citrix Licensing server.
4. After verifying the removal of only the License Management Console files under \Program Files\Citrix\Licensing\LMC. Follow the same steps to reinstall the License Management Console.
Removing and reinstalling the License Management Console in this manner is preferable to removing the entire license server. This will prevent user down time.
