A Load Evaluator Scheduling Rule does not Prevent Desktop Connections

Symptoms

Users can connect to server desktops through custom ICA connections during the Out of Time Interval even though a Scheduling Rule load evaluator has been specified.

Cause

This is by design.

The Scheduling rule allows your load evaluator to make published applications unavailable during specified days of the week and hours of the day. The rule is useful if you want to eliminate user connections to published applications (for example, during server maintenance).

However, the load evaluator applies only to published applications and a server connection to the IP address or hostname does not adhere to the Load Balancing feature.
